Welfare is interested in the nature and complexity of the American health and social security system, within sequences illustrating the bewildering diversity of the problems that constitute it: housing, unemployment, divorce, medical and psychiatric problems, abandoned children and mistreated. Social workers like patients find themselves helpless in the face of a system that governs their work and their lives.
